Lebanon's business environment

A perspective on Lebanon’s business environment that draws largely from the World Bank’s Doing Business indicators: “The red lines in the Lebanese flag extend to its business environment“.

In a linked article, the broader concerns of political instability are raised. It brings up the common question regarding the value of focusing on regulatory reforms, some of which are often described as “low hanging fruit”, when the larger canvass in which regulation is framed is tearing apart. Does achievement in dealing with “easy” reforms build confidence, skills and momentum toward tackling the bigger issues, or is this just playing with the deck chairs? Is it better to focus on the more profound binding constraints?

It would appear that this is not an either-or solution. Tackling immediate, do-able reforms, can contribute to and complement reforms at a broader level.
